Who would have predicted that corporal punishment in schools would have been the next issue to ignite a sudden but credible mass protest in Belize, almost overnight?
Did we wake up in the right country? How did this issue outstrip the bread-and-butter issues and the personal security issue to become the most explosive issue of the day?
Is this not Belize where neither randomly exploding grenades, nor rampant youth violence, nor crumbling infrastructure, nor serial episodes of negligence in public health delivery prompts a minute’s protest by the citizenry?
The Minister of Education, Patrick Faber, formerly a high school teacher, recently tabled legislation in parliament to remove the last vestige of corporal punishment in schools. It has for some time been illegal for school teachers to “lash” unruly children; only school principals retained the power.
The Belize National Teachers’ Union wanted the Bill delayed, citing the need for more time to find alternatives to caning in the classroom. The Minister refused saying there had been enough delay, prompting a thousand-teacher protest in parliament square against the Bill.
But mighn’t this debate be a little too rich for our public discourse palate? Was there not a recent poverty assessment report that shows people are growing poorer in Belize?
Are we not besieged by a battery of other pressing socio-economic challenges impelling us to urgent collective action like HIV-Aids, domestic violence, child molestation and young, poor, uneducated girls having children?
Nothing, of course, is more important than the education and treatment of our children in schools. But seriously, did a deserved lashing ever hurt anybody?
Not that the issue isn’t germane and relevant. My complaint is that for a polity with no training in juggling we certainly have a lot of balls up in the air only to have them go bouncing all over the place instead of taking one issue at a time and following through to completion.
The abolition of corporal punishment in schools is an enlightened position. It perhaps works well in Europe where there are the financial resources, studies, and institutional support structures to enable people over a period of time to understand, accept and sustain enlightened positions.
To illustrate: Belizeans could conceivably accept the enlightened position of abolishing the death penalty if they accepted that the state could sustain good police work, high conviction rates and ensure that, in relation to the worst offenders, life imprisonment means just that.
Developed countries sometimes insist that poor countries adopt enlightened positions in exchange for development funding. What they simply don’t get is that such countries on the brink of economic failure simply lack the wherewithal to introduce and sustain the institutional framework necessary for the success of a particular “enlightened” program.
Interestingly, corporal punishment is retained in most Asian countries; a culture generally regarded as better disciplined, highly respectful of family values, hard-working and committed to achievement.
If, as the minister says, in six months his ministry will train all 5,000 teachers in the required pedagogical strategies to compensate for losing the language of the lash, the obvious question is: shouldn’t we be first satisfied that teachers are comfortable in the new skin before they shed the old?
It is difficult to see how one’s view on corporal punishment in schools can differ from one’s personal stance on parental or domestic corporal punishment.
At a minimum, most “enlightened” households probably reserve corporal punishment (a spanking) for when all attempts at reasoning, persuading, threatening and bribery fail to deter a child from spoilt, unacceptable behavior.
How then could they credibly argue for the removal of a school principal’s reserve power to inflict corporal punishment in deserving cases?
As one caller to a morning talk show suggested it would have been quite easy and useful for schools to send each child home with a short questionnaire for their family to tick whether it wished school principals to retain the power of corporal punishment in deserving cases or not.
People are by nature resistant to change even where it will engender a greater public good. At the same time, they complain that politicians worry more about being re-elected than about doing what’s best for the country.
It was therefore refreshing to see the minister, having the courage of his conviction, persist in the pro-abolition stance regardless of the trade union torpedoes threatened to be deployed against him.
That feeling of political upliftment was fleeting, rapidly and noisily deflated as I watched the emotional minister, now clearly out of his depth in the teeth of the protest, reeling between emotions in parliament.
He angrily denigrated the teachers as “ignorant”, accusing them of being directed by political agents, only to then embarrassingly melt down into a tearful, unmanly, un-parliamentary, how-could-they-do-this-to-me-after-all-I’ve-done-for-them lament.
He put a full-blown “tracing” on the teachers saying what they should be paying attention to were their panty lines showing through their uniforms rather than his Bill; outside parliament the teachers chanted that he should be lashed for not listening.
With slack-jawed incredulity I watched as the minister compounded his mistakes by insisting on a television morning show that the teachers were indeed “ignorant” in the dictionary sense of the word.
It was surreal as if nothing at all had been learnt from the foreign minister’s faux pas in describing Belize’s border, claimed by neighboring Guatemala, as “artificial”. Calling public school teachers (of all persons!) “ignorant” is roughly equivalent in Creole culture to calling them stupid.
In making a public defence of his actions, he sought to distinguish the teacher’s protest against him from their protest against the former government’s financial mismanagement in 2005, missing the point that it is a personal discredit to him that such a simple, manageable matter boiled over into a march against him.
He exhorts the teachers to aspire to greater finesse and skill in the management of their classrooms but descends to emotional name-calling in his management of the union.
Subtlety, obviously not his forte, he openly admitted to harboring leadership ambitions that fuelled his desire to manifest decisiveness on this issue, detracting significantly from the initial view of his acting from a principled position.
Having exposed himself, his symptoms are readily recognizable. Those whom the gods would destroy, they first make mad with power. A power that repels objective self-criticism.
Not surprisingly, he reached for the familiar crutches to regain his political balance: the demonstrators were ignorant, he said, politically motivated and at 1,000-strong represented only a minority of the 5,000 teachers.
The PUP Government had similarly accused the unions of being “hijacked by political agents” when, simply fed up with financial mismanagement, they had mobilized against the government in 2005.
The question the minister must now ask himself is whether the abolition of corporal punishment in schools which he bravely and urgently lead was worth pissing off the unions, damaging his personal reputation and dissipating his government’s rapidly depleting store of good will. For what, a delay of six months?

Excellent article indeed! And to answer that last question for the minister, "whether the abolition of corporal punishment in schools [..] was worth pissing off the unions [..]" Nope, it certainly wasn't worth it! Bad bad bad, political move. But he is young, and hopefully he learns from it. Maybe we can see this as a demonstration of youthful naivety on his part? Or also, poor leadership and guidance from his elders ... ?

I had the same thought when I saw how Faber handled this issue. I like Patrick Faber. He's not lazy. He sets goals and policies and seeks to get them implemented in an efficient manner. This makes him a very good administrator. However, the corporal punishment fiasco was obviously an excuse by the union to get GOB to come to the table regarding their collective bargaining agreement. That's where the real gripe is with the unions. He played into their hands. I would have conceded early on that point and talk to the unions about the collective agreement so that they don't feel disrespected. Disrespect (perceived or intended) seems to spiral out of control in Belize. I think it is because we have so little that we must always go overboard in defending our pride. I don't think he's gone mad with power. Rather it just may be lack of experience when it comes to large scale administration. When dealing with many different interests and organizations, it is not enough to have a good idea. That idea needs to be sold to all people concerned. In addition, you can say no to people, if you are honest and respectful to them, without all this backlash.

I agree with Belize First that the protest was a venting of frustration that has been building regarding the BNTU's request for a salary increase. Regardless of whether this is true, or not, the mere implication should provide Faber with "political cover."
What I don't understand is this: Who in their right mind can defend hitting kids in school? (Calling it Corporal Punishment is to remove the "ignorant" electorate from the discussion.) I don't like Faber, but I love Belize. We, as a country, took a step forward with the banning of beating discipline into school children. If children cannot behave in schools, or if they become a nuisance to the education of other children, remove them from the equation and make it a math lesson.
On a personal note, I grew up in Los Angeles (labor migration) and attended a Catholic school that stopped hitting students while I was in the first grade (1986). However, I remember that the school invited parents to come to school themselves and "lash" their kids (in front of the whole school) if they were willing. Several parents welcomed the offer. I can think of no better embarrassment to set kids right . . . at least the kids can't claim they're a "victim of the system" when it's their own parents doing the lashing.

Stated much later in a long article covering the teacher's demonstration in the Amandala (See "Teachers Fum-Fum" by Aaron Humes; http://www.amandala.com.bz/index.php?id=9576), a teacher of St. Matthew’s Anglican School in Pomona, Stann Creek, said at the demonstration that by removing corporal punishment in the school system "immediately", the Ministry of Education would've received a loan by the International Development Bank (IDB).
The teacher described it as some sort of covert mission by the Ministry of Education. Why hasn't this supposed catch been at the forefront of the news? Is it true? And where are the details of this supposed loan?
Godfrey says that developing countries aren't ready for these kinds of "enlightened" programs. I think Belize could be, but it would take a couple years of meaningful research into the issue of removing corporal punishment before we were, and we most certainly shouldn't have expected to be able to remove it "immediately" in return for a loan.

Godfrey, you touched on an interesting side issue which I am paying keen attention to since I teach English Lit and Grammar. We first heard Sedi Elrington's enlightened explanation on the word "artificial" on Open Your Eyes and now we were recently enlightened by Patrick Faber on "ignorant" again on Open Your Eyes. Parsing words is a new thing now with these politicians, and I am wondering if our education system is to blame as to why these politicians are having difficulty with denotation and connotation of words. I also wonder whether the Creole language issue is corrupting our understanding of ordinary words, or are these damn politicians trying to parse words to get themselves out of hot water or to be cute or deceptive?

In response to the statement that "a teacher of St. Matthew’s Anglican School in Pomona, Stann Creek, said at the demonstration that by removing corporal punishment in the school system "immediately", the Ministry of Education would've received a loan by the International Development Bank (IDB)."
The IFI's and indeed especially the IDB does not work like that. Been there, can tell you from experience. The IDB is pretty flexible with member country requests, and even if they had asked for CP to be abolished, they would expeect a reasonable timetable to be set. The second reading of the proposed bill would be enough, I can tell you, as a condition fulfiller to unlock at least a first tranche of funds...they like to disburse loans or grants in "tranches" so they can see that Governments are doing what they are supposed to with the money.
No, what is lost in the noise, and what Smith did not point out is that Faber and his tech team promised the union changes on Monday, and went to the House later in the week on Friday to pass a Bill with multiple changes the unions had not yet seen. THAT was the catch that was so little exposed...
The BNTU was forced to decide if they would support "wah puss inna bag". Does anyone blame them for balking???

Still though, why did they want to make these changes so quickly? Why the refusal to take more time? It's not a healthcare crisis we're talking about here. Seems like they were trying to meet a deadline on a grant request to the IDB or something.

I don't know how people have been taking Patrick seriously for so long. But I view with serious concern his ambition to become Prime Minister of Belize. It is serious because it's possible. Another 2003 - 2008 PUP type government and he would be a shoo in just like Deano. That would be a very sad day indeed. I know Patrick; we went to the same primary school. Same old Patrick.
I applaud the teachers for keeping our democracy vibrant.

Upon the death of Barry Bowen and his plane passenger, Michael Casey, principal and teacher at Gallon Jug School which was founded by Barry Bowen, an interesting thing came to light -- it appears this "enlightened" thinking from the developed world of removing corporal punishment has already taken root in Belize. The Gallon Jug School, which serves children of agricultural workers in the surrounding villages, seems to be doing a great job and they have no corporal punishment. I think in some sense, this counters Godfrey's assertion that "countries on the brink of economic failure simply lack the wherewithal to introduce and sustain the institutional framework necessary for the success of a particular “enlightened” program."
We just need enlightened people to take the initiative to introduce these "enlightened programs" ... and of course, private funds from the market economy do help significantly.
Seeing this "enlightened program" having already taken off in one particular area in Belize, is an interesting observation to make in our developing country and possibly something that we can see as one of the results of an increasingly globalized world where developing countries are receiving greater assistance from the developed world, and allowing us (developing countries) to catch up faster than we could have ever imagined in years past.
I believe with the fruits of globalization, access to the internet etc., Belize is at a point where it is quite capaple of implementing certain "enlightened programs". We can't look at developing countries the same way we did 20 plus years ago.

I am new to your site. Very informative, and challenging. I was saddened over the fact that an SJC colleague chose to bring up Mr Faber past misdeed. Everyone is entittled to forgiveness and redemption. He must have been doing something good in later life to have been voted in. Incidentally, I don't believe in 'lashing" or the death penalty. We must find better ways!
