From Musa with…Malice?
This week the former PUP party leader, Said Musa, sent a letter to his successor, John Briceño, the new party leader.
The letter was a bombshell. It sent the leader’s team into panic mode. It demanded that Mr. Briceño complete payment for the PUP’s radio station, newspaper and headquarters by the end of the month or face re-possession by the owners, Mr. Musa and Ralph Fonseca, the party’s former national campaign manager.
Mr. Briceño assumed leadership of a party denuded of any assets. He had to sign a sale agreement in May of 2008 for the purchase back by the party of its propaganda tools and headquarters. Upon signing, he took possession and control of the assets.
The letter was an unexpected blow because against the wishes of his advisors the party leader had pursued rapprochement with Mr. Musa and the so-called “old guard” – those vanquished at the leadership convention in which Briceño narrowly emerged as leader.
Briceño stood with Musa during a portion of his ordeal on a charge of theft, created the seat of “past party leader” around the table of the party’s national executive and found positions for other members of the old guard.
Various news houses proclaimed the re-unification of the old guard and the new guard with the headline: “there’s only one PUP”.
The letter is an embarrassment to the new party leader still struggling to put his stamp of leadership on the party and who dissipated valuable political capital bringing the old guard into leadership positions on the national executive.
But it was as much for his own survival as it was appeasement. Briceño, beset by his dogged deputy party leader Mark Espat, hoped to reunify the party as well as neutralize Mr. Espat by the return of the old guard.
The leader can no longer be accused of inviting disunity by ignoring and marginalizing the old guard, so the motive for the letter looms large.
Wincing in disbelief, the leader’s camp bemoans the “bad timing” of the letter. It comes they say just when the new leader, having reconciled the two factions, could hope to gain traction from the City Hall debacle and the trickle of public disunity seeping out of the Barrow administration.
Money, undeniably, is owed under the signed agreement. Going by revelations on the nightly news the leader personally can pay. But the agreement is not a straight business transaction. It was signed at the intersection of politics and law where things are perennially grey, never black and white. There, deals are brokered to create leverage to be cashed in at the point of electoral victory.
The timing of the letter is good – if the motive is to discombobulate the leadership. It has sent the leadership of the party into a defensive posture just when they should have pounced and capitalized on the government’s vulnerabilities.
It is being joked that the post of “past party leader” created by Briceño for Musa will shortly be occupied by Briceño himself. But is Musa’s intention to occupy his old seat once again?
The book With Malice Toward None, notes on the political life of Said Musa, was released with the atmosphere of a campaign launch complete with campaign relics, symbolism and even questions from the media, hardly the mood and style of a retiring statesman.
Browsing through the book – it is not something that really can be read – one gets the impression that it was written hastily, defensively, the burden of a defeated and deeply fractured party still fresh and heavy upon the author.
It was not written in quiet, detached solitude for there is a lack of insight and discussion of the hugely controversial decisions and momentous events that led a once popular party through unprecedented intra-party and national upheavals, down into the depths of defeat.
Today people offered coveted seats around the once prestigious table of the PUP national executive can publicly spurn the offer on radio.
How did it come to this? In the preface, Musa promises an “insight into the workings of my mind” but what is delivered is a shallow treatment of how and why things went wrong.
Epochal moments and events in the life of the party are glossed over, like George Price’s decision to “step aside” which was actually orchestrated; the G-7, which was something far deeper than “petty and professional jealousy”; the national shutdown which brought the government to its knees.
From a retiring statesman, one expects vignettes of wisdom, lessons learnt and an acceptance of at least some responsibility for why the people brought the party crashing down in February of 2008. Instead we are told that “many saboteurs among civil institutions hijacked our development efforts”. But quite how did that happen?
To say that at the end of the 1993-1998 UDP term “the people felt cheated and there was growing cynicism in the land” without admitting that at the end of the 1998-2008 term the people felt violated and there was galactic cynicism in the land contradicts any claim of objectivity.
If indeed the “vision was for a nation where laws and institutions are honoured and the government accountable to the people” why was the party perceived as one of the most unaccountable? To lay the blame for this on feuding immature ministers and a jaundiced media is, to put it charitably, overly simplistic and unconvincing.
It was difficult to get beyond the sentence: “The issue of ‘secret’ contracts was a media creation.”, when in fact the government was riddled with them.
The book is less a reflection and more a defensive compilation of what was achieved, culled from campaign policy papers and miscellaneous speeches; an extended state of the nation address.
Under his leadership, indeed much was achieved, but it has been badly damaged and tainted by the horrendous scandals that kept appearing like fetid ulcers all over the body of the party.
It is not that Mr. Musa alone was to blame for this for indeed each of his ministers contributed his fair share to the government’s legacy.
It is that some account should have been given for why he couldn’t harness the talented, feuding ministers to better effect. Or offer a credible explanation as to why they started feuding in the first place.
Mr. Musa is free of the charge of theft. He has a safe constituency and is still leader of the old guard for indeed, as recent events have shown, the old guard has not been subsumed under the new. He seems energized and ready to flex politically.
The party leader is caught between the visceral, untamed ambition of his deputy and the resurrected ghost of the party leader past. But he should not be spooked. Mr. Musa, by nature avoids confrontation. The letter doesn’t even mention his name. He already carries the heavy burden for turning Mr. Price’s monolithic and unmatched political machine into a scrap of twisted and barely functioning parts, during his tenure.
To take the next step of wresting the party’s assets from the hands of the new leader would not only be against his nature, it would be downright malicious and while Musa may be mischievous, he harbours malice toward none.

Why all the fuss 'bout the assets? The new party leader just acquired the brand new SMART building, which is even larger than Queen Street; he owns a cable network company and CTV 3 and can easily broadcast positive vibes elsewhere or create his own "New Vibes". He can afford to buy a state of the art printing press and print The Belize Times elsewhere. Why all the fuss? Either that or the PUP will be using Kremandala's printing press and radio station very soon, if Johnny B doesn't start spending his own money; and Partridge Street will be new party headquarters. Watch out Johnny.

I'm very reluctant to get involved in the old skettel/new skettel squabble, but I can't resist commenting on the fact that I find it particularly intriguing that Godfrey now seems to be playing the role of "detached skettel" offering commentary from the outside. Perhaps Godfrey could clarify for us, in his next article, what exactly is his current status in sketteldom, which is to say, in the PUP. Inquiring minds would certainly like to know!

Very intriguing read, Mr. Smith. Kudos. Like your other regular readers, I appreciate the insights you share, although I share the sentiment of some who have posted before me that you too, are a duck simply knocking the water off your back. In response to a post of mine some time back, you indicated that for all intents and purposes, you'd retired from politics, but I suppose I'm too cynical to believe that. And again, to make it more clear, you were certainly a part of the G-7 and you too were a Minister of Cabinet all those years.
You play the role of aloof bystander but you had your own ghosts follow you during your tenure. It would certainly be interesting to get the Godfrey Smith perspective on G-7, particularly since one theory is that you were merely a mole who, post G-7, actually benefited, unlike Misters Espat and Briceño, who got their comeuppances at later dates in the 2003-08 Musa term.
I shall play the part of the honest man and say that we look forward to your forthcoming insights, in the same way that the Amandala Editorial and From the Publisher sections are also 'must-reads.' Keep the insights flowing, and every once in a while, don't be afraid to give us a true picture of what transpired from '98 to '08.

Hi again Nice overview Mr Smith. Seem that if Hon John B want to be ahead, he must take on a true leadership role, or role out. Hon Musa is still living in denial. He was liad then and now. A survey needs to be taken to verify that his Musa popular days are over. It could have been seen on his recent court days. Numbers were few. The obvious facts shows. Musa should go to church. He has served and is served. Take it from the People, get out Musa. U will help the PUP that way.

What is so difficult to understand about the sale of assets? If Musa/Fonseca own the assets, and Briceno and cronies want to use/occupy them, don't you think they should pay for it? At the very least, shouldn't the PUP (new guard) compensate the owners with rent or lease agreements? Perhaps this makes too much sense for Johnny and his cohorts to understand.
Regarding Godfrey's observation of the "timing" of all of this . . . if Johnny and his flunkies cannot fight a political battle on numerous fronts at once, he surely is no leader.
Nonetheless, Godfrey is right about one thing: Musa is not malicious.

Top ten reasons why Said and Ralph should hand over the party assets:
1. They shouldn't have owned it in the first place?
2. After leaving the party in shambles it's the least they could do.
3. They don't need the money. Ralph, for example, inherited millions from his son.
4. Ralph doesn't need the office space, he already has enough in Montevideo, Panama and Canada.
5. Said doesn't need any other households to look after. He should leave the home of the PUP's to those who care about it enough.
6. Trying to take the headquarters and assets of a party built with the Blood, Sweat and Tears of many good men and women makes them look like sissies.

Mr Briceno did not create a post to accomodate Said in the PUP executive nor is he fending off Mark Espat . He was simply instructed by the limey (ashcroft) to comply and Godfrey having been his travelling "companion" is fully aware of it. The "incestuous " relationship with the PUP leadership (not the party rank and file) is the single most important factor that led to the demise of the PUP. The Englishman owns the leadership of the party (Past leader Said with all accomodation agreements-, Present leader -Smart) and so long as the present PUP continues to facilitate neo-colonialism in defiance of the aspirations of the people of Belize to achieve a better quality of life, Mr Briceno will continue to be just Leader of the oppostion and /or past leader and Said just what he is. They have reversed and betrayed the principles under which the PUP under Mr Price became the most popular political movement in Belize.

I hope that this letter I have written is worthy of small space in your esteemed newspaper. First, let me say that I am an admirer of the publisher’s writing skills and recently purchased his last publication entitled “ “ and I am enjoying every minute of it. This is the first of a series of letters that I will write because I have a lot to say.
I read Amandala on a weekly basis and look forward to the Publisher’s bi weekly history lessons they are truly enlightening. Nevertheless, over the last few months I have seen Amandala stray from what I have grown to love about it “Objectivity”. I know that in Belize Politics is a “dirty game” and you need to know how play the “dirty game” so I understand why your editor writes what he writes and why he writes it.
I am perturbed about the editorial posted on your website 27/08/2009 titled “ The sloop John B.” Your editor makes certain accusations and assumptions in the article concerning the Leader of the Opposition without addressing a more serious issue, which is the nepotism that is clearly being demonstrated by the Prime Minister by appointing his ex-wife and his son to the Board of Directors at BTL. I think that you should note that the Leader of the Opposition and his brother are shrewd businessmen who have accumulated their finances through hard work and have given back to the people of Orange Walk more than any of you will really ever know “ wi di talk serious money di help both PUP and UDP supporters but dat is a Orange Walk thing di zinc fence no know bout that”. The Speednet/Smart investment is Jaime Briceno’s and the Leader of the Opposition is not involved as stated by the PM himself.
Your newspaper constantly tries to paint a picture of the Leader of the Opposition as someone who is weak and is being controlled and yet you try to make it seem that the two deputy party leaders are righteous men that “always” put the interest of Belizeans first. It is clear that if either one of them can become leader and eventually Prime Minister Amandala will benefit and I bet the talk of revolution will be over. It is important that I remind you we all have skeletons in the closet and they all come out.

Hyde cannot be objective when it comes to poilitics. How can he? His son and son in law have axes to grind and helps them grind it. As for enjoying his weekly rantings, I for one do not! I am tired of hearing about UBAD and 1969. Get over it man, that was 40 years ago. He is stuck in a time warp! I am also tired of listening to him preach on on on as if Kremandala is the centre of the universe or that he is some kind of political genius. If you listen to Hyde, everything stopped in 1969 and kremandala has successfully influenced all the elections in this country. Please. The people he claims he preaches to don't even buy his paper! Wrong, Godfrey. Said Musa is every bit as malicious a politician as there has been. I am not making a judgment call here: I know that for a fact. And ... Belizeans do hold malice towards him.
It is interesting that he chose as the title of his memoirs 'With Malice Towards None': It's almost as if he needs to convince himself of that; almost as if he needs to assure us that what we saw - the fleecing of our national assets, the cronyism, the land grabbing, the systematic subjugation of our people by debt and programmed destitution - was really not what he meant for us, even if he did it time after time after time.
Why would a man, after claiming to have done so much for so many, feel himself to be so cornered that he should resort to explaining that he felt malice towards none. It has to be that he understood that what happened on February 7, 2008 was indeed a wave of pitiless merciless and unrepentant malice towards him !!!

I certainly agree a lot with what has been said and understand that there is a lot of history involved with the party. Said Musa should be ashamed of what he allowed to happen during his tenure as Prime Minister and to now come and speak about doing things in good faith and without malice, please I beg to differ. He professed his love for Fonseca and to hell wth Belize. Said wake up, open your eyes, the first step to recovery is to accept that you have a problem and you certainly continue to believe that you are God's gift to this earth.

You've got a point there, Real Observer. Godfrey has proven to be the worst hypocrite and traitor of all. He betrayed George Price in the Pickstock Convention, He betrayed his G7 friends, now he is betraying Musa, the same man he once hoarded praises upon in a book. And, of course, he betrayed the people of Pickstock themselves and the Belizean people on a whole by getting in bed with Ashcroft, who has proven to be the worst enemy of the Belizean people. Others like Hyde might be genuinely misguided, but Godfrey is the real hypocrite and traitor.

Sorry again, real observer. Musa is not genuine. He may be loyal to his friends and all that. But, bear in mind that some of the greatest criminal masterminds in history were loyal to their friends and family, but to no one else.
I can't have you or any one else get away with these casual little under-the-radar types of statements. Musa lied repeatedly to the Belizean public. He sold off BTL to Prosser for a promissory note and lied about it. He literally gave away GOB's interests in UHS now Belize HealthCare Partners and lied about it. He diverted monies from Venezuela to cover his tracks and lied about it. He signed a Secret Accommodation Agreement with Ashcroft and lied about it. He lied about too many things, too many times.
I cannot see how you could associate the word genuine with his name except to say that he is a "genuine liar".

I agree with you Equalizer. You know sometimes I wonder why many intelligent people in this forum spend so much time at each other's throats simply because we are blindly following a political party, not even a political idealogy (neither party has one) but rather we follow something as foolish as a colour. Both political parties are the same, the players behave the same, they only have their self interest at heart. Here are a few examples:
Said Musa: I don't need to get into all that he did but to compare I will name a few; he hired his son at NICH, his daughter in a diplomatic posting and facilitated his friends and company with many other things.
Dean Barrow: gives his ex wife lucrative GOB contracts, hired his daughter at legal aid, put his son on the Board of BTL, appointed his brother to the Court of Appeal.
Godfrey Smith: Lucrative renovation of Ministry in Belmopan to associates, companies registry privatized under his and Eamon Courtenay's watch. The leader of the Opposition, as he then was, cannot say to anybody with intelligence that he did not know of this privatization.
Wilfred Elrington: Hired his wife as his personal assistant, hired his daughter to a diplomatic posting (soounds familiar?), put his loony brother to settle the Guatemalan Claim(Geeeez, that one always gets me)
Mark Espat: BTB - Albert Christmas Ham debacle
Michael Finnegan: displays the IQ of a Nanny goat, boasting about the wealth of his nephew and the rental of a floor at Radisson. Attacking his colleague on national media, but worst of all recently caught using Ministry of Housing resources on private works at his home. Not to mention the fact that he is on his 4th CEO.
Cordel Hyde: Ministry of Education scholarship scandal
Pablo Marin: hired friends and associates with zero public health experience in the Ministry of Health
I could go on and on but I think you bright ones should get the point by now!

The article was insightful but the whole "bombshell" letter situation seems like a non-issue to me. At this point we know that the party acknowledged the debt and payment arrangements have been worked out, so Musa was owed the money. If payments weren't being made what was Musa supposed to do? I don't see the malice.
Instead of asking who Godfrey or his driver are sleeping with, we should be asking who leaked Musa's letter to the media. That's the real "bombshell" since whoever it was played everyone like a pro.
